PM Modi’s foreign visits cost ₹462 crores in 2021-25

Prime Minister Narendra Modi’s foreign visits between 2021 and 2025 incurred a total expenditure of ₹462.58 crores, according to government data. Spanning 43 countries, these visits included repeat engagements to several key destinations.

The United States, UAE, and Japan were the primary destinations with four visits each. France followed with three visits, while several countries, including the U.K., South Africa, Russia, and Brazil, were visited twice.

The most expensive single trip was a February 2025 visit to France, totaling ₹25.5 crore. During the visit, the Prime Minister participated in an AI Action Summit, attended a dinner hosted by the French President, took part in a CEOs Forum, and jointly inaugurated the Indian Consulate in Marseille. The itinerary also included a visit to the International Thermonuclear Experimental Reactor (ITER) — a nuclear fusion project, military farewell ceremony, and a wreath-laying ceremony at the Mazargues War Cemetery. 

The second most expensive trip was the June 2023 visit to the United States, with an expenditure of ₹22.8 crores. This included an address to a Joint Session of the U.S. Congress, a State Dinner, bilateral meetings and press engagements with the U.S. President, participation in business and technology events, diaspora outreach, and International Day of Yoga celebrations at the United Nations. 

The third highest expenditure was recorded during a September 2021 visit to the United States, which incurred a cost of ₹19.6 crore. That visit featured participation in the QUAD Summit, an address at the UN General Assembly, and meetings with global leaders and CEOs.

In terms of expenditure concentration, the United States accounted for the largest share of total spending. At ₹74.4 crore over four visits, it made up just over 16% of the total foreign visit expenditure during this period — the highest for any single country. Japan and France followed, each accounting for close to 9% of overall spending.
