Odisha govt issues SOP to combat urban flooding for coming monsoon

The Odisha government has issued a comprehensive standard operating procedure (SOP) to all urban local bodies to ensure preparedness to tackle urban flooding during the monsoon.

The Housing and Urban Development Department issued the SOP, directing officials to implement it in “letter and spirit”.

Emphasising accountability, the government said any lapse in execution would be viewed seriously, underlining its commitment to urban resilience and disaster preparedness.

ULBs have been asked to undertake 100% verification of all drainage systems, including manholes, to ensure public safety.

The SOP prioritises immediate repair or secure covering of damaged manholes. It also mandates temporary safety measures such as warning signage and protective nets wherever repairs are pending.

Regular desilting of drains and removal of encroachments obstructing natural water flow have been made compulsory to prevent flooding and ensure smooth drainage during heavy rainfall.

The government asked the officers to deploy adequate pumps and power generators to facilitate rapid de-watering.

Urban jurisdictions will be divided into operational zones, each under designated officers responsible for prompt emergency response and on-ground coordination during monsoon exigencies, the SOP said.

To strengthen disaster response, multi-purpose cyclone shelters, along with public institutions such as schools and colleges, will be readied as temporary relief centres.

These shelters will be equipped with essential facilities, including safe drinking water, sanitation and uninterrupted electricity.

To ensure seamless coordination and real-time response, a dedicated 24/7 control room will be established in every ULB to address issues related to drinking water supply, drainage congestion, and road blockages, they said.
