MP Engineer Rashid seeks PM intervention ‘to end growing disconnect between L-G, CM’ in J&K

Incarcerated Awami Ittehad Party (AIP) leader and Member of Parliament (MP) Engineer Rashid on Monday (December 8, 2025) wrote a letter to Prime Minister Narendra Modi to bring to his notice the “growing disconnect between the Lieutenant Governor and the Chief Minister in Jammu and Kashmir”.

“I write to you with deep concern about the growing administrative disconnect between the Lieutenant Governor’s administration and the office of the Chief Minister in Jammu and Kashmir, which has unfortunately begun to affect day-to-day governance and the delivery of essential public services,” the letter, shared by the AIP, reads.

In the letter, the parliamentarian from the Baramulla Lok Sabha pointed out that the situation has started to create uncertainty among citizens and has slowed down decision-making on key developmental and welfare matters. “People across Jammu and Kashmir are already dealing with difficult socio-economic conditions. Several developmental works, public grievances and routine administrative decisions are reportedly delayed because of friction or unclear lines of authority. This is causing distress to ordinary people who look towards the government with hope and expectation,” MP Rashid said in the letter.

He sought the intervention of the Prime Minister, stating that “only your intervention can ensure smooth governance, restore clarity of functioning and uphold the credibility of both institutions for the larger good of Jammu and Kashmir.”

“I respectfully request your good self to kindly look into the matter and take steps you deem appropriate to ensure coordinated functioning between the Lieutenant Governor and the Chief Minister so that governance remains stable, responsive and people-centric,” he added.

The 58-year-old AIP leader was arrested in 2019, just a day ahead of the revocation of special status of J&K. Later, the National Investigation Agency (NIA) slapped charges of “terror funding” under the provisions of the Unlawful Activities (Prevention) Act (UAPA). However, Mr. Rashid managed to win the parliament elections in 2024 from the Baramulla constituency, contesting the elections from the Tihar jail.
