The Maharashtra cabinet on Tuesday (October 29, 2025) approved the vision document ‘Developed Maharashtra 2047’, a roadmap for the state’s development goals for 2030, 2035 and 2047.

Informing that the document will be released soon, Chief Minister Devendra Fadnavis, who chaired the cabinet meeting, said, “This plan has been prepared after all the departments consulted at least 7 lakhs stakeholders and considered their aspirations. The goals are set for Maharashtra when it becomes 75 years old, as well as when we achieve the goal of Viksit Bharat.”

According to the CMO, the statewide survey campaign was conducted under the Information and Public Relations Department to get the opinions, expectations, feedback, aspirations and priorities of the citizens on the “Developed Maharashtra-2047” plan.

During the meeting, the establishment of a Vision Management Unit for its implementation has also been approved. “Maharashtra has set the goal of “Developed Maharashtra-For a Developed India” by 2047. “The plan is according to the Government of India’s aim to make India a ‘Developed India @ 2047 by the year 2047’,” reads the statement.

The vision document has been prepared in three phases: short-term vision of October 2, 2029 (with annual targets), medium-term vision of May 1, 2035 (Maharashtra@75), and long-term vision of August 15, 2047 (India@100).

To draft the vision document, 16 sectoral groups were formed, including agriculture, industry, services, tourism, urban development, energy and sustainable development, water, transport, education and skill development, health, social welfare, soft power, governance, technology, security, and finance. These 16 groups are divided into four categories- growth driven, sustainable, inclusive and good governance. In which about 100 initiatives have been included.

The Maharashtra government aims to create a five trillion-dollar economy by the centenary of India’s independence. According to the CMO, an Advisory Committee has also been formed under the chairmanship of the Chief Minister and a Coordination Committee under the chairmanship of the Chief Secretary for the implementation of the vision.

Mr. Fadnavis will appoint other members of the Vision Management Unit (VMU) and undertake all the investments and various policies in the state. The progress will be reviewed every three months, and the issues will be resolved by coordinating with the departments. For this, detailed action plans with socio-economic implications will be provided to the concerned departments,” stated the statement.

The financing policy and current expenditure will also be restructured based on this document.
