Kerala elections: Triangular contest in Kasaragod as development issues take centre stage

A high-stake triangular contest is unfolding in the Kasaragod Assembly constituency, with development deficits and healthcare emerging as the decisive issues in a politically unique and culturally diverse border region.

Considered a stronghold of the Indian Union Muslim League (IUML)-led United Democratic Front (UDF), the constituency is witnessing a renewed challenge from the Bharatiya Janata Party (BJP), while the Left Democratic Front (LDF) seeks to leverage its traditional role as a ‘vote-splitter’ to influence the outcome.

The UDF has fielded Kallatra Mahin Haji, district president of the IUML, banking on the party’s decades-long dominance since 1957. Mr. Haji has strongly projected unity within the party ranks, following initial internal differences, and expressed confidence in securing a decisive mandate, aiming to consolidate what he termed the League’s standing in the constituency.

The BJP has nominated Ashwini M.L., its district president, who is positioning herself as a candidate of change. Highlighting the constituency’s continued dependence on neighbouring Mangaluru for advanced medical care, she has criticised successive governments for failing to establish multi-specialty health-care facilities.

Her campaign promises infrastructure expansion, including hospitals, higher education institutions, and industrial development, while leveraging her multilingual skills to reach the region’s diverse electorate.

Adding a third dimension to the contest is Shanavas Pudhoor, a former Congress leader contesting as an LDF-backed Independent. A district panchayat member with strong local roots, he is seeking to capitalise on personal influence and youth support to disrupt traditional voting patterns and position himself as an alternative to both the UDF and the NDA.

His entry has triggered concerns within the UDF over a potential split in minority votes, which could alter the electoral arithmetic.

Electoral trends indicate a gradual decline in IUML’s vote share from over 45% in 2011 to around 43% in 2021, while the BJP has consistently finished second, making the LDF’s vote share critical in determining outcomes in a triangular contest.

Senior Congress leader Rajmohan Unnithan alleged that Mr. Pudhoor’s candidature is aimed at dividing votes to the detriment of the UDF, a charge the latter has denied, asserting that his campaign is centred solely on local development, particularly within IUML’s support bases.

Often described as Saptabhasha Sangam Bhoomi, land of seven languages, Kasaragod reflects a rare cultural confluence where Malayalam, Tulu, Kannada, Beary, Marathi, Konkani, and Urdu are widely spoken. Bordering Dakshina Kannada, the constituency functions as a socio-cultural bridge between Kerala and Karnataka.

Despite this diversity, Kasaragod continues to grapple with a persistent neglect narrative. The lack of a comprehensive tertiary care hospital remains a major concern, forcing residents to depend on facilities in neighbouring Karnataka, particularly during emergencies. The issue gained prominence during the COVID-19 pandemic, when border restrictions severely impacted access to healthcare.

The lingering health impact of endosulfan exposure in parts of the constituency continues to be a sensitive issue, with affected families seeking improved rehabilitation measures and specialised medical facilities. Additionally, demands from Kannada-speaking minorities for administrative and educational accessibility in their language remains an undercurrent in the campaign.

Unlike most constituencies in Kerala that witness bipolar contests between the UDF and the LDF, Kasaragod presents a rare triangular dynamic where the BJP consistently emerges as a strong contender, while the LDF’s vote share plays a decisive role in determining victory margins.
