The Kerala Academy for Skills Excellence (KASE) will implement 25 programmes to modernise the skill development sector to make it suitable for the job market, Minister for General Education V. Sivankutty has said.

At a press conference here on Monday to explain some of the programmes, the Minister said a ‘Skill Secretariat’ would be set up to transform KASE into a single-window mechanism for skill development activities .

A decentralised skill development mechanism on the model of People’s Plan and smart skill budgeting would be implemented for the first time in the country, the Minister said.

A comprehensive plan had been prepared to use the resources of local government institutions for skill training as part of the 15th five-year-plan.

The Minister said a skill gap report that studied the labour complexities in each district would be submitted soon. Formal inauguration of the district-level policy would be held in Thiruvananthapuram.

A policy to provide accreditation to private training institutions had been formed to ensure quality. In the first phase, 200 institutions would be given accreditation.

The State Council for Vocational Training had been reconstituted into the State Council for Vocational Education and Training to form a State quality cell. The best institutions would be given a State quality seal.

The Minister said training centres of international standards would be set up in the State. An agreement for starting a Skill India International Centre along with a migration facilitation centre in Thiruvananthapuram was ready. An ‘Institute for Metro and Rail Technology would be set up in Kochi. The Indian Institute for Foreign Languages would be completed in two months. A drone technology innovation and research park would come up at Kottarakara. Its transit campus would be inaugurated at Ezhukone. The Minister said a human resource survey would be held in all Assembly constituencies in the State.
