Karnataka is No 1 in revenue, panchayat services, claims Priyank Kharge

Karnataka has emerged as a top State in the country in delivering revenue and panchayat raj services by taking governance to people’s doorsteps through digital platforms, Rural Development and Panchayat Raj Minister and district in-charge Priyank Kharge said on Saturday.

Launching a large-scale distribution drive for revenue department benefits at Dr. S.M. Pandit Rangamandir in Kalaburagi, Mr. Kharge said that the State government has ensured easier access to revenue services so that people need not repeatedly visit government offices.

He described the land rights initiative as the “sixth guarantee” of the State government after the implementation of its five flagship guarantee schemes.

“The title deeds and Pahani corrections and e-Pauti documents distributed today are not just pieces of paper. They represent dignity, economic security and legal ownership for poor families,” he said.

He noted that ownership records will help farmers and economically weaker sections of society avail themselves of bank loans, crop insurance and government subsidies more easily.

Mr. Kharge said that the Revenue Department has distributed benefits to 1,14,337 beneficiaries simultaneously, describing it as a “revenue revolution”.

He credited Deputy Commissioner B. Fouzia Taranum and the entire revenue administration for achieving what he termed a record level of service delivery during the past three years.

He said that long-pending issues relating to “darkhast podi” cases, some pending for nearly four decades, have been resolved and house title deeds issued under Sections 94C and 94CC.

Aadhaar seeding of RTC records has also been undertaken to prevent land grabbing and improve transparency in land administration, he added.

Highlighting compensation and crop insurance measures, Mr. Kharge said that the previous BJP government has sanctioned only ₹22 crore as flood relief to the district, whereas the Congress government has provided ₹2,590 crore as compensation during the last three years.

He added that Kalaburagi district ranks second in the country in crop insurance compensation distribution due to coordinated efforts by the Revenue, Agriculture and Horticulture departments.

Presiding over the programme, Kalaburagi South MLA Allamaprabhu Patil said that 6,060 title deeds have been distributed in the district during the past three years, calling it one of the biggest achievements in the State’s history.

He said that Aadhaar linking has been completed for 76% of Pahani records, ensuring greater security and transparency in land documentation.

Deputy Commissioner B. Fouzia Taranum, in her introductory remarks, said that 330 revenue villages have been officially notified out of the 368 identified under the Revenue Village Scheme and 6,060 digital title deeds distributed during the past three years.

She said that 23,447 Pahani corrections have been completed and 1.41 crore pages of land records digitised across 11 taluks under the Bhoo Suraksha project.

She added that 33,940 e-Pauti applications have been disposed of, while survey and podi work have been completed in 453 villages.

About 85% progress has been achieved in Aadhaar seeding of land records and nearly all government land has been geo-fenced under the Land Beat initiative to prevent encroachment, she said.

During the programme, appreciation certificates were presented to several tahsildars for achievements in revenue village declaration, land protection initiatives, e-Pauti disposal and Aadhaar linking of Pahani records.
