Nearly two months after the State Cabinet approved and the government notified internal reservation among Scheduled Castes (SCs), the long-pending recruitment process is yet to take off as the State government has not yet issued guidelines for caste certificates to identify the category of an applicant among the SCs.
While many departments like the Karnataka Police and recruitment agencies like the Karnataka Examinations Authority (KEA), are fully prepared to start the recruitment process, they are being held back over the caste certificate issue. The government is slated to recruit 32,111 people across various departments.
Three categories
Following the H.N. Nagamohan Das report being submitted to the government, the State Cabinet accepted the report with modifications and issued an order to implement internal reservation among SCs grouping the communities into three categories – Category A (16 castes, 6%), Category B (19 castes, 6%), and Category C (63 castes, 5%).
Presently, the caste certificates issued only say SC with the candidate’s respective sub-caste. However, after internal reservation, the certificates now need to reflect the category of the SCs’ the candidate belongs to.
Proposals submitted
“In the last week alone, eight departments have submitted proposals for holding recruitment exams as per the new roster and clearance from the Finance Department. The process will be smooth only if the Revenue Department issues caste certificates reflecting the new categorisation among SCs. So, we are waiting for the government’s guidelines in this regard,” said Prasanna H., Executive Director, KEA.
“Recruitment was halted for about a year to implement internal reservation in the State. Thousands of job aspirants have been waiting. Months after the government has implemented internal reservation among SCs, it is not right to delay the recruitment process further,” said Venugopal Maurya, State convener, Democratic Dalit Students’ Federation, and he urged the government to remove all hurdles and start the recruitment process soon.
Draft submitted
Rakesh Kumar K., Commissioner, Social Welfare Department, said that the department had already submitted a draft proposal for issuing caste certificates reflecting the new categorisation under SCs to help internal reservation.
“The government is examining the proposal and will soon issue an official order with detailed guidelines,” he said.
