GBA Chief Commissioner directs officials to start Russell Market redevelopment work

Greater Bengaluru Authority (GBA) Chief Commissioner M. Maheshwar Rao on Thursday directed the officials to immediately invite tenders for the redevelopment of Russell Market at Shivajinagar in east Bengaluru.

The direction was issued during an inspection in the Shivajinagar Assembly Constituency limits under the Central City Corporation. Pointing out to the completed Detailed Project Report (DPR) for the project, Mr. Rao asked officials to expedite further process.

He emphasised the heritage value of the Russell Market and said that the redevelopment must strike a balance between modern infrastructure and preservation of its historic legacy. He directed officials to ensure transforming the market into a vibrant, sustainable and people-friendly space.

The Chief Commissioner told the officials to make temporary alternative arrangements for traders in the market before the work begins so that they do not face any inconvenience.

He also instructed that proper drainage system be put in place and adequate measures taken to prevent water stagnation, particularly in parking areas. To ensure cleanliness, the officials were asked to implement a comprehensive waste segregation and composting system.

“All redevelopment works, including fire safety systems, toilet facilities, granite flooring in public movement areas, clock tower design and other related infrastructure, must be executed with high-quality standards,” Mr. Rao said.

He further instructed officials to prepare a comprehensive plan for the development of areas surrounding the Russell Market.

As part of the efforts to improve revenue, the officials were directed to revise property taxes in and around the Russell Market area and conduct a tax drive to enhance property tax collection.

MLA for Shivajinagar Rizwan Arshad said, “The Russell Market is a very old heritage building and assured that redevelopment will be carried out carefully without damaging the structure. He assured full cooperation to ensure that no local issues arise during the process, adding that the redesigned market would prioritise ease of movement, visibility and accessibility for both vendors and customers.”

During the inspection of Ulsoor Lake, Mr. Rao noted that the lake receives water from three inlets and instructed officials to prepare a plan to develop a civic waterway on the K-100 model. He also directed that the ongoing Ulsoor Lake development work be completed at the earliest.
