DMs-SPs must respond within two hours to any sensitive social media-related issues: Bihar CM

Amid the increasing cases of criminal incidents across the State and criticism from the opposition parties, Bihar Chief Minister Samrat Choudhary on Friday (October 9, 2026) directed effective control over crime and ensuring the safety of citizens of the State. He also issued directives for strict action against criminals and anti-social elements.

He issued the directive during a high-level review meeting on law and order with Chief Secretary Pratyaya Amrit and Director General of Police Preeta Verma along with other officers of the Home Department. The officials briefed the Chief Minister on the law and order situation, cognizable offences, crime control, cyber crime, prohibition, de-addiction efforts, and actions related to economic offences.

Mr. Choudhary issued clear instructions to officials that maintaining law and order in the state is among the government’s top priorities. He directed them to ensure strict and effective action against criminals, anti-social elements, and those disturbing social peace.

In nearly a month, more than half a dozen molestation cases and assaults on women, including minors, on social media have brought a big embarrassment to the government of Mr. Choudhary. The opposition keeps on attacking the government over the failed law and order and calls it ‘Rakshas Raj’ (Demon Rule).

Not only the opposition, but even the ally, like Lok Janshakti Party (Ram Vilas) leader and Union Minister Chirag Paswan too attacked the State government, saying that he was ashamed of being a party of the National Democratic Alliance (NDA) government in Bihar over the cases of molestation and sexual assault. Mr. Paswan went on to say that no girls feel safe these days in Bihar.

Mr. Choudhary directed the police to be more proactive, accountable, and technologically proficient for effective crime control.

“Strict surveillance should be maintained over habitual offenders and anti-social elements by invoking the provisions of the Crime Control Act (CCA) as required,” Mr. Choudhary said.

He directed officials to identify sensitive areas and locations prone to criminal activities. Mr. Choudhary asserted that regular patrolling, continuous monitoring, and an active police presence must be ensured in those areas.

The Chief Minister instructed that the ‘Dial-112’ system be further improved to provide immediate police assistance to citizens during emergencies.

He directed that effective monitoring systems be ensured in all districts to prevent cybercrime and tackle law-and-order challenges arising from digital platforms. Also action against misleading or objectionable content circulated on social media.

“District Magistrates (DMs) and Superintendents of Police (SPs) must provide a necessary response within two hours on sensitive social media-related cases, with monitoring conducted at the headquarters level. Directives were issued to ensure action in cases involving hate speech and illegal content.

Mr. Choudhary directed officials concerned to formulate a concrete action plan and intensify efforts to effectively curb the illegal trade of narcotics and drugs. While reviewing economic offences, the Chief Minister directed that strict action be taken against individuals who have illegally amassed assets.

A better working environment and necessary facilities for female police personnel were also on the list. He also emphasised the need to increase surveillance on elements that create public disorder and to take legal action in cases where obscene or double-meaning songs threaten to disrupt law and order.
