Disruptions continue in Rajya Sabha, House adjourned for seventh day

The Rajya Sabha adjourned for the seventh day during the ongoing Monsoon Session without taking up any major agenda in the list of business. On Tuesday (July 28, 2026) too, the House was adjourned for the day in the afternoon after Opposition members rushed to the well, demanding an apology from the government for the police action against protesters seeking the resignation of former Union Education Minister Dharmendra Pradhan over the NEET paper leak.

Amid disruptions, the only agenda that could be taken up was the introduction of the Micro, Small and Medium Enterprises Development (Amendment) Bill. The Bill, which seeks to amend the 2006 Act of the same name, will empower courts to order payment of at least 50% of the awarded amount to MSME suppliers if the application to set aside an order is pending for more than six months. Union Minister Jitan Ram Manjhi introduced the Bill when the House met after 2 p.m. after lunch and said: “There is a need to improve and modify the [original Act] made in 2006.”

Though Deputy Chairman Harivansh asked the protesting members to start discussion on the Prevention of Insults to National Honour (Amendment) Bill, 2026, disruptions continued and he adjourned the House for the day. “So you don’t want to run the House proceedings?” Mr. Harivansh asked the members.

Earlier in the morning, the Upper House was adjourned around 11 a.m. till 2 p.m. Soon after papers were laid on the table, Opposition members started raising slogans demanding that Union Home Minister Amit Shah come to the House and express apology for the police action on students. Chairman C.P. Radhakrishnan adjourned the House till 2 p.m.
