CGPSC scam: Ex-Baghel aide’s name used by relative to influence candidates, says ED

The Directorate of Enforcement (ED) on Wednesday (September 2, 2026) said that it has arrested a relative of a former aide of ex Chhattisgarh Chief Minister Bhupesh Baghel in connection with the alleged CGPSC scam in the State. It is alleged that the arrested person, Utkarsh Chandrakar – a nephew of K.K. Chandravanshi, who was a Personal Assistant to Mr Baghel during his stint as the Chief Minister – used his uncle’s “name, position and influence” to influence job aspirants and collect money from them.

Mr. Chandrakar was arrested after the ED — which is probing the money laundering allegations in connection with the alleged irregularities, question-paper leak and corruption in the recruitment process conducted by Chhattisgarh Public Service Commission (CGPSC) in the years 2020 and 2021 — conducted multiple raids in the State on Wednesday (September 2, 2026).

“Utkarsh Chandrakar used the name, position and influence of Shri K.K. Chandravanshi, the then Personal Assistant to the then Chief Minister of Chhattisgarh and his maternal uncle, and also of the then Officer on Special Duty in the office of the then Chief Minister, for influencing job aspirants and collecting money from them,” an ED official said on Tuesday (September 1).

The agency further stated that Mr Chandrakar, along with Dr Vikash Chandrakar, had collected ₹3 crore in cash from job aspirants against the assurance of supplying the leaked question papers of the CGPSC-2021 examination, out of which an amount of ₹2.80 Crore (Approx) was handed over to another person called Anil Chandrakar.

According to central agencies, in exchange of money, question papers of the CGPSC examinations were leaked to the relatives of the accused persons and to selected candidates illegally. According to officials, the was done through private brokers for money, resulting of such candidates securing fraudulent selections to senior public posts, including those of Deputy Collector and Deputy Superintendent of Police.
