Centre takes telemedicine facilities to prisons

In a bid to provide timely healthcare to inmates and minimise the risk of security and logistical challenges, the Union Government has called for providing telemedicine facilities in prisons across the country. 

Prison administrations in all States/Union Territories have been told to identify Government Hospitals that could provide telemedicine consultations to prisoners. The objective of the scheme was to ensure early diagnosis and timely access to quality healthcare that would not only prevent escalation of illnesses but reduce the risk of complications.

Early access to medical care was important for all citizens, including those incarcerated in Prisons and Correctional Institutions, for ensuring their health and well-being. Provision of comprehensive healthcare to prisoners was an essential component of upholding the human rights of inmates and promoting their rehabilitation. 

In a note sent to Heads of Prisons, the Ministry of Home Affairs said telemedicine had emerged to be a practical, efficient, and cost- effective solution for strengthening healthcare delivery. 

“By establishing telemedicine facilities in prisons and linking them with nearby government hospitals through video conferencing, inmates can receive timely medical consultations and treatment without the need for physical transfer to medical institutions.”

Minimises security risks 

The initiative would reduce security and logistical challenges and also cut administrative and financial burdens while making sure continuity and accessibility of care.

Prison authorities were told to install or upgrade conferencing infrastructure at prison hospitals nodal medical officers to coordinate tele-consultations and maintain medical records. 

Providing telemedicine to prison inmates would be a step towards facilitating early detection and management of medical conditions, and contributing to improved overall health outcomes within prisons.
