A delegation comprising senior leaders of the Bharatiya Janata Party (BJP) on Monday (November 3, 2025) met officials of the Election Commission of India (ECI) in New Delhi and raised several issues relating to (Special Intensive Revision) in West Bengal.
The delegation which comprised West Bengal BJP president Samik Bhattacharya, former Tripura Chief Minister Biplab Deb and BJP IT cell chief Amit Malviya raised concerns over documents issued by the West Bengal government.
The memorandum submitted by the BJP leadership to the ECI pointed to the different “ground realities” between West Bengal and Bihar, stating that the State has witnessed large-scale issuance of backdated and forged documents, particularly through government schemes such as ‘Duare Sarkar (Governance at doorstep) aimed ostensibly at citizen welfare but effectively utilized to provide documentation to illegal infiltrators from across the border.
There has been a sudden surge in delayed registrations across Bengal despite birth certificates being recognised as acceptable documents for registration, the BJP leadership claimed in the memorandum. It recommended that “birth certificates issued after 24th June 2025 should not be accepted for SIR purposes.”
The party raised similar objections relating to permanent residence certificates, forest rights certificates, caste certificates and added that a comprehensive database of all documents (birth, residence, caste, forest rights, etc.) issued after 1.1.2002 should be compiled by the District Magistrates and shared with the Chief Electoral Officer for verification.
“Given the extensive manipulation of documentary mechanisms and the compromised state machinery, it is crucial that the forthcoming Special Intensive Revision in West Bengal be conducted under enhanced scrutiny and independent verification. Acceptance of documents without such safeguards would defeat the objective of maintaining a clean and legitimate electoral roll,” the memorandum said.
SIR is being conducted in 12 states including poll bound West Bengal and door to door enumeration of voter lists will start from Tuesday (November 4, 2025).
Speaking to media persons after meeting ECI officials, Mr. Malviya said that the Commission EC has taken note of their request and assured them they will ensure the sanctity of documents.
“We also requested the EC to look at several incidents of violence, and intimidation that have been reported from WB… This doesn’t augur well for democracy… TMC is nervous because voter roll is being cleaned up, they will lose the mandate, because it rests on illegal voters,” the BJP leader said.
State BJP president Samik Bhattacharya also posted on social media stating that the state government has prepared various government documents for illegal entrants. “Birth certificates, caste certificates have been distributed to them. The Election Commission must ensure that the name of an illegal citizen does not appear in the voter list of West Bengal,” Mr. Bhattacharya posted on social media.
