Belagavi ZP starts primary assessment of properties for E-Swathu

The Belagavi zilla panchayat is implementing the E-Swathu property survey review in the 506 gram panchayats in the district. Owing to the large number of villages, this is the largest such exercise in the State.

The survey work is being conducted using the Rover System and Quantum GIS technology, and a village map should be prepared based on the accurate information obtained from the technology, he said. Once all rural properties are identified, they are tagged and recorded. Their taxation amounts are assessed later.

ZP CEO Rahul Shindhe inspected some villages this week to supervise the process.

He spoke to gram panchayat officials in Devarasheegihalli and instructed them to take all necessary measures for an accurate survey of all properties that could be taxed. He said that since Devarasheegihalli in Channammana Kittur taluk has been selected as a model village in the district, the village station area should be completely identified within 15 days.

He sought detailed information from the officials about how the current survey work is going on, what stage it has reached, and how the people are cooperating. Later, he personally visited some parts of the village and inspected the method of surveying. He spoke to the local villagers and listened to their opinions, experiences and problems. He said that the e-property survey project is very helpful in clarifying the property rights of the villagers.

He suggested that the survey should be done properly now so that there are no confusions or document-related problems in the future. He emphasised that no mistakes should be made during the survey and all the details should be recorded accurately.

The village station area should be identified immediately, then a survey of all the properties within that area should be conducted, and a draft map should be prepared based on that. Then, information should be given to the public through the gram panchayat, and objections and opinions should be invited from them. He suggested that the objections received from the public should be examined as per the rules, necessary amendments should be made and then the final map should be approved.

Stating that there should be clarity in identifying properties during the survey, he suggested that properties without objections be identified in green, properties with objections in yellow, and encroached properties in red. He expressed the opinion that through this, the public would clearly know the status of their properties and confusion would be reduced.

He said that the Land Records Department, Rural Development and Panchayat Raj Department, and technical staff should all work in coordination to implement the project successfully. The cooperation of the people is also very important, and he requested the villagers to give their full support to the survey work.
