The Andhra Pradesh Joint Action Committee (APJAC), Amaravati, on Thursday appealed to the State government not to rush the implementation of the Presidential Orders-2025, stressing that the Centre has provided a legally valid period of 27 months for the exercise to be completed. The Presidential Orders aims to provide 95% of government jobs to locals, and 5% to non-locals.
Addressing a press conference, APJAC chairman Bopparaju Venkateswarlu and secretary-general Palisetti Damodara Rao expressed concern over what they described as the government’s attempt to accelerate the process to facilitate the release of the job calendar. They alleged that such hasty initiatives could adversely affect the rights, seniority and service benefits of existing employees.
The APJAC leaders stated that the implementation of the Presidential Orders after nearly five decades was a major administrative exercise that required careful planning and extensive consultations. They pointed out that many departments were already grappling with unresolved issues related to promotions, cadre strength, service rules and seniority.
According to APJAC leaders, restrictions imposed on promotions, transfers and other service matters from July 13, as per a memorandum issued by the Finance Department on July 6, lacked adequate legal backing. The organisation also opposed the suspension of compassionate appointments, arguing that such measures were essential for the welfare of the families of deceased employees.
They urged the government to continue promotions and transfers in State-level cadres that are outside the scope of the Presidential Orders and complete all pending compassionate appointments without delay. It also called for consultations with department heads and recognised employee associations to ensure smooth and transparent implementation of the policy.
