ED searches 13 locations in alleged terror-funding and illegal infiltration case

The Enforcement Directorate on Thursday (July 16, 2026) conducted searches at 13 locations across five States in connection with an alleged terror-funding and illegal infiltration network.

The case is linked to a First Information Report (FIR) registered by the Anti-Terror Squad (ATS) of Uttar Pradesh. The searches were carried out in Delhi, Uttar Pradesh, Haryana, West Bengal, and Maharashtra.

The agency is examining the seized digital devices and documents. Statements of the key persons are also being recorded.

The ATS FIR pertains to an organised syndicate allegedly involved in facilitating the illegal infiltration of Rohingya and Bangladeshi nationals into India, arranging forged Indian identity documents such as Aadhaar cards, PAN cards, and passports. It also aided their rehabilitation in various parts of the country.

Investigation revealed a “deep-rooted financial network comprising certain charitable trusts registered under the Foreign Contribution (Regulation) Act. They allegedly received substantial contributions from some United Kingdom-based entities.

The funds were diverted through multiple bank accounts, mule accounts and layered transactions to facilitate illegal activities. It is alleged that money was transferred to the suspected individuals in small tranches to help them settle in India permanently.

The findings also indicated the use of cash withdrawals and small-value transfers to suspected beneficiaries.

“To generate sustainable income for these infiltrators, a trust provided money or alternative arrangements, such as an e-rickshaw, jobs, or cash benefits,” said an agency source.

The agencies have zeroed in on a group operating in the border district of West Bengal, which allegedly helped Rohingyas and Bangladeshis infiltrate into India. Another group prepared all the documents for the illegal infiltrators, and then they were sent to other parts of India.
