Kerala’s revised Budget for 2026-27 likely to give thrust to higher education sector

The revised Kerala Budget for 2026-27 to be presented by Chief Minister V.D. Satheesan, who also holds the Finance portfolio, on June 19, 2026 is expected to give thrust on the State’s higher education sector by promoting a student-centric approach and developing an ecosystem in tune with the emerging global employment trends.

The revised Budget is expected to provide the roadmap for the United Democratic Front’s (UDF) ‘Indira Guarantee’ of providing monthly stipend of ₹1,000 to college-going girls in the State.

Minister for Higher Education Roji M. John said on Tuesday that the government had already announced that it would be implemented in the upcoming academic year. The Budget would include proposals that would help in elevating the State into a global education hub, he said.

He said the revised Budget would reflect the promises made by the UDF in its manifesto. The aim is to come up with proposals that would help in setting up an ecosystem equipped to meet the rapidly transforming higher education scenario, he said.

The Budget is likely to announce the launch of a few institutions that would foster research and innovation. It may also lay focus on uplifting the higher education prospects of the students belonging to the marginalised communities. Some of the poll promises that may find place in the Budget include the setting up of a permanent ‘Job Watch Tower’ to monitor labour market demands and align degree programmes accordingly.

Focus on skilling and reskilling

The Budget is expected to place improved focus on skilling and reskilling. The government may also include proposals that would address the growing trend of migration of young aspirants to foreign countries for higher education as outlined in the UDF’s election manifesto.
