VACB registers FIR on alleged land grab

The Vigilance and Anti-Corruption Bureau (VACB) has registered a first information report (FIR) on a complaint of encroachment of puramboke land with the connivance of Revenue officials.

Sajesh K.G., who served as the Elamkulam village officer, and a private individual identified as Kesardev Kejerival have been booked under Section 120B of the Indian Penal Code (criminal conspiracy) and Section 7(c) of the Prevention of Corruption Act (a public servant who improperly or dishonestly performs, or induces another public servant to perform, a public duty in anticipation of or as a consequence of receiving an undue advantage).

The case was registered on a complaint by activist Cheshire Tarzan of Kadavanthra, who alleged that a land mafia was encroaching on government land and selling it using forged land deeds.

According to the FIR, the second accused, Kejerival, submitted a request to the land tribunal tahsildar seeking a Pattayam. The tahsildar subsequently issued a letter to the Elamkulam village officer on December 4, 2019, seeking a report. Kejerival then filed a petition before the High Court, which issued an order on May 12, 2020, directing the Elamkulam village officer to conduct an inquiry and submit a report within six weeks.

According to the FIR, the village officer conducted a hearing on May 13, 2020, and, without verifying adequate documentation, submitted a report to the tahsildar on May 27, 2020. The Pattayam was subsequently granted to the second accused on May 29, 2020.
