TNGCTA condemns T.N. government’s appointment of IAS officer as Director of Collegiate Education

The Tamil Nadu Government College Teachers Association (TNGCTA) has condemned the State government’s ongoing practice of appointing Indian Administrative Service (IAS) officers to the post of Director of Collegiate Education, traditionally reserved for senior academicians.

For over three decades, the established norm in Tamil Nadu was to appoint one of the most senior government college principals as the collegiate education head. This academic-led administration, however, shifted in January 2024. Citing temporary ‘administrative reasons,’ the State government had broken the tradition by appointing an IAS officer to the role, explicitly stating the arrangement would last only a year.

Now, more than two years later, the stopgap measure appears to have become permanent, the TNGCTA said in a statement on Friday (May 29, 2026). The government has transitioned the role into a ‘Commissioner of Collegiate Education’ position, continually filling it with bureaucratic personnel rather than career educators.

The TNGCTA argued that the replacement of academic directors with bureaucrats reflects a fundamental misunderstanding of how higher education institutions operate. According to association representatives, the unique challenges of the State’s college ecosystem require a leader who has risen through the ranks.

“Only those who enter the system as assistant professors, gain decades of first-hand classroom experience, and eventually manage institutions as college principals can genuinely understand the college environment,” said S. Suresh, general secretary, TNGCTA. “Ignoring this reality and placing IAS officers in charge undermines the quality of administration,” he added.

This clash is not entirely new. He noted that when the previous government attempted a similar bureaucratic takeover, teachers took a hardline stance. “At that time, we submitted formal petitions to the Chief Minister and the Chief Secretary, eventually escalating the matter to full-scale public protests to force a reconsideration,” he added.

TNGCTA had hoped for a policy reversal under the current administration. Immediately after the new government took office, association leaders met with the Chief Minister C. Joseph Vijay in person to secure an assurance that a senior government college principal would be reinstated to head the department.

Despite those direct talks, the recent reappointment of an IAS officer is being viewed by teachers as a direct violation of long-standing policy and a dismissal of the academic community’s wishes.

Mr. Suresh urged the Tamil Nadu government to evaluate the long-term impact of bureaucratic overreach in higher education. The association called on the government to honor its historical precedents, listen to the faculty workforce, and take immediate steps to restore a senior college principal to the helm of the Directorate of Collegiate Education.
