Kerala State Electricity Board proposes new set of standard operating procedures for power distribution wing

With the integration of renewable energy into the power system happening at a rapid pace in Kerala, a new set of standard operating procedures (SOP) proposed by the Kerala State Electricity Board (KSEB) for its power distribution wing covers a range of activities related to on-grid solar photovoltaic installations.

In the case of solar power units, the draft SOP, now published for feedback from KSEB staff, covers inspections, metering and billing procedures, maintenance and safety aspects, voltage imbalance issues and detailed defect check-lists. Among other things, the document lays out procedures for dealing with problems affecting distribution transformers from the injection of solar power into the grid and the impact of electric vehicle charging.

“Charging an electric vehicle (EV) during peak solar hours is highly recommended as it consumes excess generation locally, effectively lowering the terminal voltage and preventing inverter high-voltage tripping,” notes the document.

Meant as a “comprehensive guide” for the distribution wing, the new SOP’s primary objective is to ensure safe, efficient and reliable operation of the distribution network, minimise supply interruptions and to ensure that all the statutory and regulatory frameworks are complied with, according to the KSEB.

Designed for fresh and experienced hands alike, it is structured to guide employees in understanding and implementing each procedure correctly. Broadly, the document covers SOPs for capital works undertaken by the KSEB, maintenance of the power supply network and breakdown repairs.

Clearing tree branches

The draft SOP recommends that “touchings and overhangs”—tree branches in proximity to overhead power lines—be cleared twice a year in the case of both high tension (HT) and low tension (LT) lines. This should be done by the KSEB contractor. Notice should be given to landowners before work begins on their property. All cut branches and debris should be removed from passages, pathways, and roads. The debris should be handed over to the landowner, says the draft.

According to the draft, the SOP will be reviewed periodically to ensure continued relevance and alignment with statutory regulations, policies, technological advances and operational best practices.
