When the surrogacy scam and baby selling racket involving the Universal Srushti Fertility Centre surfaced in Hyderabad in July 2025, it prompted a fundamental question within the Telangana Health Department: who is operating it, under what licence, and with whose approval?

Officials found themselves without clear answers, exposing deeper structural gaps in the regulation of surrogacy and Assisted Reproductive Technology (ART) services in the State, particularly in Hyderabad.
