Kerala government decides to lift construction ban in Idukki

The State Cabinet on Friday (March 13, 2026) decided to lift the long-standing construction ban on patta land in the hilly district of Idukki.

Water Resources Minister Roshy Augustine said that the Cabinet approved land use for various purposes in the district. Title deed holders can now use their land for home construction, farming, and other activities. Farmers can undertake non-residential constructions on their property.

“Individuals are now permitted to construct up to 5,000 sq ft at no cost. For structures ranging from 5,000 to 10,000 sq ft., a fee equivalent to 1% of the land’s fair market value will be levied. Additionally, constructions surpassing 10,000 sq ft will require a payment of 2% of the fair market value,” Mr. Augustine said. He added that those using land for other commercial purposes would need to pay 5% of the fair value.

Mr. Augustine hailed the move as a “historic decision” by the State government, claiming it would provide big relief to the people of Idukki. He noted that the decision effectively ends the climate of uncertainty that had plagued the district since 2010.

Rasak Chooravelil, Chairman of the Idukki Land Freedom Movement (ILFM), stated that the actual impact of the decision would only be clear once the specific rules and legal framework are published.

“The government cannot issue a final order to lift the construction ban so close to the election. It is an election gimmick to mislead Idukki voters,” said Mr. Chooravelil.
