CAPF officers demoralised that Centre is not giving them their due, Samajwadi MP tells Rajya Sabha

Officers of the Central Armed Police Forces (CAPF) wait 10 to 15 years for their first promotions though they put their lives on the line during their service, Samajwadi Party MP Ram Gopal Yadav told the Rajya Sabha on Thursday (March 12, 2026).

Raising the issue during Zero Hour, he slammed the government for its failure to implement a May 2025 Supreme Court order to grant Organised Group A Services status to these officers, and to progressively reduce the deputation of Indian Police Service officers in the CAPFs.

“It is demoralising for the 13,000 CAPF officers that the government is not giving them their due,” Mr. Yadav said.

Precarious service conditions

“CAPF officers secure Parliament, borders, industrial units, airports, etc, and several are killed in the line of action, but their service conditions are so precarious that they cannot be promoted as Deputy Commandant for 10 to 15 years. They were compelled to move the Supreme Court and last year, the court gave a verdict that they be considered as Organised Services since 1986. The government did not implement the SC order so they had to move contempt petitions,” Mr. Yadav said.

He pointed out that even the review petition filed by the government against the SC order had been rejected by the court.

On March 10, the Union Cabinet approved the Central Armed Forces (General Administration) Bill that is likely to be introduced in the ongoing Budget Session of the Parliament.

The Bill aims to codify the functioning of the CAPFs and comes in response to the Supreme Court ruling, which asked the Union Ministry of Home Affairs to “progressively reduce” the deputation of IPS officers up to the rank of Inspector General in CAPFs over the next two years.
