Portal to regularise violation of land use norms operational: Minister

The portal set up to regularise violations of land use norms as per the Kerala Land Assignment (Regularisation of Contraventions Rules) 2025 has become operational, Minister for Revenue K. Rajan has said.

Addressing a press conference here on Thursday, the Minister said people could apply through the www.klarc.kerala.gov.in portal from Friday.

A tutorial video on submission of applications has been incorporated on the portal.

Applications could be submitted in three ways on the portal: Form A for regularisation of structures built for residential use and commercial structures up to 3,000 sq ft; Form B for regularisation of public space, public structures, and aided school structures; and Form D for regularising violations that are not included in the above.

Mr. Rajan said the portal has been designed in a manner that on entering details such as district, taluk, village, and thandaper number of the land pertaining to the application, other information could be obtained. From submission of applications to orders and challan remittance, all could be done online.

Another portal, Suveedhi, has been readied under the Disaster Management department for works such as permission to build roads destroyed in natural disasters, and submission of bills. It has facilities for people’s representatives to submit applications for rebuilding such roads in their jurisdiction, and monitor their progress online.

Speaker A.N. Shamseer will inaugurate the portal in the Assembly soon, Mr. Rajan said.

He said the income limit for giving title deeds in rural areas as per the Kerala Land Assignment Rules 1964 has been raised from ₹1 lakh to ₹2.5 lakh.

The income limit for distributing title deeds in urban areas as per the Assignment of Land within Municipal and Corporation Areas Rules, 1995, has already been enhanced to ₹2.5 lakh. A large number of people would benefit from this, the Minister said.

SIR process

The Minister said the Cabinet had demanded that the Chief Secretary hold talks with the Election Commission of India on deployment of officials from departments other than Revenue for the Special Intensive Revision process. The commission, he said, was posting revenue officials en masse. This was affecting title deed and other revenue-related activities.
