State Election Commission publishes final list, Kerala has a little over 2.86 crore voters

The number of voters for the December local body elections in Kerala has increased to 2,86,62,712 with the State Election Commission publishing the final rolls on Sunday (November 16, 2025).

The number shows an increase of 2,15,950 from the electoral rolls published on October 25, which was taken as the draft list for a two-day enrollment held on November 4 and November 5. It is also higher by 10,05,802 voters compared to the voters’ list used for the previous local body elections in Kerala in 2020.

As per the final list published on Sunday, Kerala has 1,51,45,500 female voters, 1,35,16,923 male voters and 289 transgender voters. The total number of voters also include 3745 overseas electors, a majority of whom are from the northern Kerala districts.

Malappuram has the highest number of voters (36,18,851) the highest number of women voters (18,78,520 and the highest number of transgender voters (51).

Wayanad has the lowest number of voters (6,47,378).

The number of voters in the 14 districts are as follows: Thiruvananthapuram (29,26,078), Kollam (22,71,343), Pathanamthitta (10,62,756), Alappuzha (18,02,554), Kottayam (16,41,175), Idukki (9,12,134), Ernakulam (26,67,745), Thrissur (27,54,278), Palakkad (24,33,379), Malappuram (36,18,851), Kozhikode (26,82,681), Kannur (21,30,171), Wayanad (6,47,378), and Kasaragod (11,12,189).

The list has been updated in line with the changes that have come about in the boundaries of local body wards following the ward delimitation exercise.

1199 of the 1200 local bodies in Kerala, including six corporations and 86 municipalities, will go to the polls in two phases on December 9 and December 11. The Mattannur Municipality in Kannur will have elections only in 2027 as the five-year term of the governing council has not yet ended.

Thiruvananthapuram, Kollam, Pathanamthitta, Kottayam, Idukki, Alappuzha and Ernakulam will see elections on December 9, and Thrissur, Malappuram, Wayanad, Palakkad, Kannur, Kasaragod, and Kozhikode on December 11. The votes will be counted on December 13.

The voters list now published by the State Election Commission — which has the mandate of conducting local body polls — has 8,51,770 voters more than the January 2025 electoral rolls of the Election Commission of India (ECI), which holds elections to the State Assemblies and the Parliament. The ECI list is currently undergoing a Special Intensive Revision (SIR) in Kerala.
