J&K L-G administration suspends police officer accused of thrashing senior official in Jammu

Facing the threat of mass leave by bureaucrats, the Jammu and Kashmir administration on Friday (November 14, 2025) suspended an officer of Deputy Superintendent of Police (DSP) rank for allegedly thrashing an officer on duty.  

In an order, the administration headed by the Lieutenant-Governor, which controls the J&K Police, suspended Sunil Singh, serving as the Sub Divisional Police Officer (SDPO), Gandhi Nagar, Jammu, “pending an inquiry”.

The order said the suspension was initiated under Rule 31(1) of the J&K Civil Services (Classification, Control & Appeal) Rules, 1956. “During the period of suspension, DSP Sunil Singh shall remain attached with the Police Headquarters, J&K,” it added.

On November 10, according to a letter by the Jammu and Kashmir Administrative Service (JKAS) officers to the L-G administration, the police officer along with his personal security officers, allegedly “assaulted, abused, and unlawfully detained Azhar Khan, a JKAS officer.” The JKAS officer serves as Block Development Officer, Nagrota, and as Nodal Officer (Transport) for Assembly Constituency 77 – Nagrota. Another official, Abbas Ali, was also reportedly assaulted during the episode, the officers alleged.

In a rare step, the JKAS officers threatened “mass casual leave in protest against the alleged assault and harassment of the officer”. It alleged that Mr. Khan was allegedly manhandled and later booked in a “false and fabricated FIR.” 

“The incident has severely shaken the morale of officers engaged in crucial election responsibilities. Such conduct undermines the dignity and safety of civil officers performing statutory duties and raises serious concerns about institutional protection. In solidarity with their colleague, the officers have resolved to proceed on mass casual leave with immediate effect until strict action is taken against the “erring officer(s)” and mechanisms are put in place to prevent recurrence,” the letter said.
