Andhra Pradesh Chief Minister N. Chandrababu Naidu has announced that all land records, including Adangal, 1-B, D-patta, Inam and ceiling details, will be digitised, adding that 1.37 lakh acres of land have been excluded from the Section 22 (A) list.

The Adangal contains details of the nature of land, while 1-B certifies ownership of land titles, and D-patta is categorised as the government land allotted to landless for agriculture and housing purposes.

Addressing a gathering of farmers during the ‘Mee Bhumi-Mee Hakku‘ programme at Siddhantham village in West Godavari district on Monday, Mr. Naidu said that emerging software had been adopted to ensure protection of land records data from tampering and finalise details of the pattadar passbooks.

Mr. Naidu distributed new pattadar passbooks to farmers. “Nearly 90 lakh revenue disputes have emerged from the land resurvey exercise undertaken by the previous government, owing to changes in land records and certifying as Section 22(A) land. All the disputes have been resolved through the ‘Mee Bhumi-Mee Hakku’ programme over the past two years,” the Chief Minister said.

The distribution of 26.46 lakh passbooks to farmers has commenced. The remaining 62.32 lakh passbooks will be distributed soon. “We have deployed blockchain technology to ensure data accuracy in passbooks. Every care has been taken on the lines of printing of currency,” said Mr. Naidu. 

“The exclusion of 1.37 lakh acres of land from Section 22 (A) of the Indian Registration Act, 1908 has been completed, resolving the dispute over the land rights and right to transfer the ownership. These lands have been declared as 22 (A) lands during the land survey during the previous government,” said Mr. Naidu.

Referring to the land resurvey initiative and enactment of the Andhra Pradesh Land Titling Act, 2022, Mr. Naidu said,“Former Chief Minister Y.S.Jagan Mohan Reddy had enacted the Land Titling Act, and it led to land disputes across the State. The then government had even spent ₹800 crore on erecting boundary pillars, containing his image. We repealed the Land Titling Act, which we had promised in the run-up to the 2024 general elections”.

By June, the land resurvey has been completed in 1,836 villages. 

Union Minister of State for Steel and Heavy Industries Bhupathiraju Srinivas Varma, Revenue Minister Anagani Satya Prasad, Water Resources Minister Nimmala Ramanaidu, Minister for Energy and West Godavari District In-Charge Minister Gottipati Ravikumar and MLAs were present.
