The Telangana Government has announced the release of two instalments of Dearness Allowance (DA) to its employees working in different cadres.

The two DA instalments of 3.64% and 2.73% with effect from January 1, 2024 are set to impose additional burden to the tune of approximately ₹3,057 crore — ₹1,747 crore for 3.64% and ₹1,310 crore for 2.73% — annually on the State exchequer. The burden is in addition to the DA instalments to be released for employees drawing UGC/AICTE pay scales, Zilla and Mandal Parishad staff, staff working in the Urban Local Bodies (ULB) drawing pay in regular scale as well as employees in other categories like full time contingent employees.

The payment marks partial release of DA instalments amounting to 15.43% pending since the time of the previous Bharat Rashtra Samithi (BRS) government. The release follows the assurance given by Chief Minister A. Revanth Reddy to the employees unions during his recent meeting with them. According to Finance Department Principal Secretary Sandeep Kumar Sultania, the DA at the revised rates would be paid with the salary of October payable on November 1 and the arrears of the DA release would be credited to the GPF accounts of the employees.

In case of employees who are due to retire on or before January 31 next year, the DA arrears would be drawn and paid in 33 equal monthly instalments as they were exempted from making any subscription to the GPF during the last four months of service. For employees under the CPS, 10% of the DA arrears from January 2024 to September 2026 would be credited to PRAN accounts along with the government share. The remaining 90% arrears would be paid in 33 equal monthly instalments from November 1.

The government also announced release of Dearness Relief for pensioners applicable from October pension payable on November 1. The arrears of revised Dearness Relief to the pensioners would be paid in 33 equal monthly instalments.
