Pension Committee submits interim report to Tamil Nadu government

The Pension Committee constituted to study the Old Pension Scheme (OPS), Contributory Pension Scheme (CPS)and the Unified Pension Scheme (UPS) to recommend one suitable for the State, submitted its interim report to the Tamil Nadu government on Tuesday. However, the Committee needed some more time to finalise and submit its report.

“Since the statistics and the number of data sets collected were large and since it has to hold consultations with the Union government and financial institutions concerned and the Life Insurance Corporation (LIC) of India, among others, the Committee needs some more time to finalise and submit its report,” an official release said.

The Committee, constituted in February this year, held nine rounds of talks with 194 associations of State government employees. It also held meetings with various stakeholders, including the LIC and other financial institutions. It also availed the services of financial experts for accurate and elaborate studies into the subject, it said.

During the past eight months, the Committee, among others, collected the data regarding details of 7.86 lakh employees and pensioners, including 6.75 lakh family pensioners and also verified the data. It also coordinated with the Department of Treasuries and Accounts for its task.

The Committee was being led by IAS officer Gagandeep Singh Bedi. Former Director of Madras School of Economics K.R. Shanmugam is the other member of the Committee and IAS officer Pratik Tayal was its Member Secretary. Its mandate was to study the OPS, CPS and the UPS and submit a detailed report with recommendations.

The CPS was introduced for State government employees, who joined service on April 1, 2003. The NPS was introduced for employees of the Union government from January 1, 2004. However, the CPS was followed for the State government employees. There have been representations from the State government employees to resume the OPS that was followed before April 1, 2003. While so, the Union government introduced the UPS on January 24 this year.
