PWD reforms to speed up projects in Kerala, says Minister P.K. Basheer

The Public Works department (PWD) is set to introduce a slew of reforms, including implementation of an execution protocol and revision of PWD manual, to accelerate the pace of works undertaken by it.

The existing PWD manual was originally prepared in 1972 and was last revised in 2012. However, over the last decade, the department’s structure and operational methodology have undergone significant changes. To keep pace with contemporary requirements, the updated manual will incorporate the latest developments in the administrative and engineering fields, while enhancing the department’s skills and efficiency, according to PWD Minister P.K. Basheer.

Projects worth ₹513.14 crore

Further, the department has decided to implement projects worth ₹513.14 crore as part of the State government’s 100-day action programme. Of the 33 projects on the list, 23 projects involve renovation of Bituminous Macadam (BM) and Bituminous Concrete (BC) roads, along with construction of new buildings and bridges. The department will also launch 10 new projects during this period.

In the roads category, 14 projects will be completed. In addition, work on 10 projects, including the development of seven roads and three other projects undertaken by the Road Fund Board, will commence. Administrative approval will also be granted for the preparation of Detailed Project Reports (DPRs) for the construction of 50 important bridges across the State.

The Minister further said that DPRs for 15 bridges found to be in deplorable condition will also be prepared and submitted for administrative approval. The department has also identified 20 junctions across the State that are facing severe traffic congestion, where development works, including the construction of flyovers, will be undertaken.

In addition, administrative approval amounting to ₹309 crore will be granted for running contract works during the 2026–27 financial year. Through this action plan, the department aims to achieve a major breakthrough in infrastructure development. Instructions have been issued to ensure that all projects are completed within the stipulated timeframe, said the Minister.
