To strengthen law and order in industrial belts and improve response to labour unrest, Gurugram Police Commissioner has ordered the formation of Labour Liaison and Industrial Co-ordination Teams (LLICT) in every police station jurisdiction across the city.
The move comes after violent clashes between police and workers demanding wage hikes at Industrial Model Township, Manesar in April. More than 60 workers, including 20 women, were arrested in two separate cases. Trade unions, including the Centre of Indian Trade Unions, had condemned the action, alleging that the administration treated a labour dispute as a criminal matter.
As per the order, each police station will have one or two LLICT teams depending on the number of industrial units and operational needs. Each team will have four-five personnel with “excellent public dealing skills” and the ability to co-ordinate with industry management, labour unions, and the Labour Department. The teams will maintain regular liaison with industrial establishments, unions, security officers, and HR officials. They will conduct visits to sensitive industrial areas, promptly report disputes, protests or law and order issues to senior officers, and focus on safety of women employees. The teams will also keep surveillance on “anti-social and external elements”.
Duty charts for LLICT teams will be prepared by the Deputy Commissioner of Police (DCP), specifying patrolling areas, liaison officers, and reporting lines. The Assistant Commissioner of Police will review functioning regularly. To build capacity, a one-day training programme will be held every month. Experts will train teams on industrial dispute handling, labour laws, crowd control, negotiation and communication skills, women safety, emergency response, crisis management, and intelligence collection.
Under the system, each team will submit a daily activity report to the Station House Officer and Assistant Commissioner of Police (ACP). The ACP will send a weekly review to the DCP, while DCP headquarters and the Joint Commissioner of Police will conduct monthly reviews and issue directions.
Police said the initiative will build trust and coordination among industries, unions, and police, enable timely resolution of disputes, enhance safety of women employees, and ensure swift response during emergencies.
