PM asks Secretaries to focus on ease of doing business, ease of living, and self-reliance

Prime Minister Narendra Modi on Tuesday (June 30, 2026) exhorted the Secretaries of all Union Ministries and Departments to focus on ensuring the tangible impact of government schemes on the lives of people, and on boosting “atmanirbharta (self-reliance)”.

Nearly 80 Secretaries, including Cabinet Secretary T.V. Somanathan, were present at the meeting, which comes amid talks of a Cabinet reshuffle. Mr. Modi focussed on the key themes of ease of doing business and ease of living, through deregulation and other reforms, apart from promoting self-reliance.

The Prime Minister stressed the importance of adopting a whole-of-government approach, asking the departments to work together rather than in isolation. Emphasising the significance of integrated planning and coordination, he encouraged wider utilisation of the PM GatiShakti as an effective platform for inter-departmental coordination and informed decision-making.

Holistic planning

The PM GatiShakti National Master Plan, launched by Mr. Modi on October 13, 2021, provides multimodal connectivity infrastructure to various economic zones, and facilitates holistic planning for stakeholders across major infrastructure projects, by breaking departmental silos.

The master plan is based on “six pillars of comprehensiveness, prioritisation, optimisation through identification of critical gaps, synchronisation among various ministries and departments, analytics, and dynamic approach of visualisation, review and monitoring of cross-sectoral projects through use of technology.”

From vision to outcomes

According to government sources, during the interaction, the Secretaries outlined the major steps being taken by their respective Ministries and Departments in line with the themes of self-reliance, ease of doing business, and ease of living.

During their presentations on reform measures and progress made across sectors, they highlighted the ongoing efforts to translate the Prime Minister’s vision into actionable outcomes, while also discussing sector-specific challenges. The Secretaries outlined a range of future strategies to enhance governance and service delivery, sources said.

On several occasions in the past, Mr. Modi has said the “Reform Express” will continue to gain momentum in an effort to achieve the government’s vision of a prosperous India through transformative initiatives across infrastructure, manufacturing, digital public goods, and the ‘ease of doing business’ framework.
