Bike taxi operators under scanner in Kozhikode

The Motor Vehicles department (MVD) has launched a special enforcement drive against ‘bike taxis’ operating without commercial permits in Kozhikode, targetting motorcycles being used illegally for passenger transport with private registration plates. The action comes amid continued opposition from a section of the city’s autorickshaw drivers over the growing presence of app-based bike taxi services.

Enforcement squad members said inspections had been intensified to identify motorcycles operating with white number plates for commercial purposes. Under the Motor Vehicles Act, vehicles engaged for commercial passenger transport are required to be registered as transport vehicles. They must display yellow registration plates and have valid commercial permits.

A senior Motor Vehicles inspector said that the use of privately registered motorcycles for commercial purposes without the prescribed authorisation amounted to a violation of the rules. Such offences attract a fine ranging from ₹2,000 to ₹5,000, apart from other legal measures. The enforcement drive follows recent incidents in Kozhikode city and rural areas in which several bike taxi riders were allegedly assaulted, bringing the legal status of app-based bike taxi operations into renewed focus.

According to Transport department officials, enrolment in an online ride-hailing platform does not, by itself, authorise an individual to operate a bike taxi. Operators are required to obtain approval from the Regional Transport Office, in addition to a valid fitness certificate, commercial transport permit, and appropriate insurance coverage.

Officials pointed out that many riders entering the field, including students and others seeking passive income, might not be fully aware of the regulatory requirements. Some operators are also reported to be using the same motorcycle for food delivery services during the day and passenger transport at other times.

An assistant motor vehicle inspector said the enforcement teams would continue inspections to identify violations while also creating awareness among riders about the legal requirements governing commercial vehicle operations. He also cautioned that non-compliance with permit and registration norms could result in fines and further actions under the Motor Vehicles Act.
