AGICL invites bids for consultant to oversee ₹4,933-crore Amaravati Secretariat works

The Amaravati Growth and Infrastructure Corporation Limited (AGICL) has invited bids for the appointment of a Project Management Consultant (PMC) to oversee the next phase of construction of the Andhra Pradesh State Integrated Secretariat and Heads of Departments (HoD) office complex in Amaravati. The consultancy will supervise Mechanical, Electrical and Plumbing (MEP), facade, lighting, interiors and allied works estimated at about ₹4,933 crore.

According to the Request for Proposal (RFP) available on the AP e-procurement platform, the Secretariat complex is planned as a unified administrative hub accommodating around 145 government departments. Designed by Foster + Partners (UK) in association with Genesis Planners Pvt. Ltd., the project comprises the 49-storey GAD Tower, four 39-storey HoD towers, amenity blocks, podiums and extensive basement infrastructure spread across a 32-acre site.

The towers together will have a built-up area of about 4.85 lakh square metres, with another 50,000 sq. m of amenity buildings and a 1.05 lakh sq. m basement parking facility. The consultancy will supervise the design, procurement, installation, testing and commissioning of high-side and low-side electrical systems, HVAC, firefighting, lifts, escalators, plumbing, building management systems, extra-low voltage systems, facade glazing, architectural lighting and premium interior fit-outs.

The scope also includes rooftop helipad facilities, security and access-control systems, smart parking, landscaping, BIM-based digital construction management, acoustic systems and integrated testing and commissioning before handover.

AGICL said the PMC would function as the owner’s engineer, ensuring quality assurance, cost and time management, contract administration, safety compliance, statutory approvals and coordination among multiple contractors and agencies.

The consultant will also monitor environmental and social safeguards, certify contractors’ bills, maintain project documentation and assist in dispute resolution until completion. The consultancy contract will run for 24 months, with continued support during the defect liability period. Bids are to be submitted online through the Andhra Pradesh e-procurement portal, with technical and financial proposals scheduled to be opened on June 30, 2026.
