Chief Minister Siddaramaiah has written to Wipro founder Azim Premji, requesting Wipro to explore the possibility of allowing limited vehicular movement through its campus to help ease traffic congestion on the Outer Ring Road, Iblur junction.
This comes, even as the State government faces much heat over infrastructure shortfalls and traffic congestion along the Outer Ring Road (ORR), which reportedly prompted a logistics tech company to exit ORR.
The results of a detailed traffic simulation study by Bengaluru Traffic Police (BTP) have recommended the opening of the Wipro–Ecoworld campus link road to the public, projecting that it could reduce travel time along the Sarjapur Road–Outer Ring Road (ORR) corridor by nearly 38%.
In his letter, Mr. Siddaramaiah wrote, “I wish to explore the possibility of allowing limited vehicular movement through the Wipro campus, subject to mutually agreed terms and necessary security considerations. Preliminary assessments by traffic and urban mobility experts suggest that such a measure could reduce congestion on adjoining stretches of the ORR by nearly 30%, particularly during peak office hours.”
He further added that Wipro’s support in this matter would go a long way toward easing traffic bottlenecks, improving commuter experience, and contributing to a more efficient and liveable Bengaluru. “I would greatly appreciate it if your team could engage with our officials to work out a mutually acceptable plan at the earliest,” Mr. Siddaramaiah wrote.
The problem
The report highlights the severe congestion at Iblur junction, which has become a choke point for thousands of vehicles moving between Sarjapur Road and the ORR.
Currently, most vehicles from Sarjapur Road head towards the ORR funnel through Iblur, creating long queues, spillbacks, and travel delays extending up to the Wipro junction. The analysis shows that diverting a portion of this traffic through the internal Wipro–Ecoworld campus road could significantly improve network performance.
Proposed plan
Under the proposed plan, about 30% of vehicles now taking a right turn at Iblur would instead use the link road via the Wipro campus towards Devarabeesanahalli junction. This intervention, coupled with a new signal at the Wipro junction, was tested through traffic simulation.
The results revealed the average travel time for vehicles in the corridor dropped from 35 minutes to 21.5 minutes, a 38.5% reduction. Queue lengths at critical points reduced substantially, and average delays fell from 15 minutes to 11.7 minutes. Average travel speed also improved marginally, from 23.18 kmph to 23.95 kmph.
The study estimated that around 2,000 vehicles would benefit directly, each saving approximately 14 minutes, amounting to 470 vehicle-hours saved in every peak period. Indirect benefits include smoother flow at Iblur junction and reduced congestion along Sarjapur Road.
In the base case, the average delay was 15 minutes and the average travel speed was 23.18 kmph, with a total travel time of 35 minutes.
Under the Wipro Link Road scenario, the average delay reduced to 11.7 minutes, and the average speed increased slightly to 23.95 kmph. The overall travel time dropped to 21.5 minutes, representing a 38.5% improvement compared to the base case.
The study, conducted by Arcadis with BTP, analysed traffic flow across major technology hubs, including Wipro, RMZ Ecoworld, RMZ Ecospace, Embassy TechVillage, and Prestige Tech Park.
Once operational
Gopal M. Byakod, Deputy Commissioner of Police, Traffic, South, told The Hindu that a few years ago, the Wipro link road was operating but was stopped. Reopening would lead to a massive drop in the congestion along the ORR stretch.
Greater Bengaluru IT Companies and Industries Association (GBITCIA) welcomed the Chief Minister’s letter, terming it a “proactive proposal”.
GBITCIA emphasised that they have advocated for multi-pronged traffic management solutions and said, “Our association stands ready to collaborate with government agencies, corporate stakeholders, and civic groups to ensure the successful implementation of the Wipro campus proposal. This initiative, along with broader infrastructure upgrades, will help restore global confidence in Bengaluru’s IT corridor and sustain its reputation as India’s tech capital.”
