The Kerala High Court has been conferred the Gold Award at the National e-Governance Awards, 2026, for its District Court Case Management System (DCMS), an innovative digital platform developed by the by its IT Directorate.

DCMS received the Gold Award in the category “Innovation by Use of AI and Other New Age Technologies for Providing Citizen-centric Services (State and State PSUs)” from among 104 entries. The award is scheduled to be presented during the 29th National Conference on e-Governance, to be held on July 1 and 2 in Jaipur, Rajasthan. The Kerala High Court is the only High Court in the country to have deployed district judiciary case management software developed entirely by its in-house technical team.

Instituted by the Department of Administrative Reforms and Public Grievances, the National e-Governance Awards represent the Government of India’s highest recognition for outstanding achievements in e-Governance, digital transformation, and technology-enabled public service delivery.

DCMS is a comprehensive end-to-end digital platform implemented across the district judiciary in Kerala and the courts in the Union Territory of Lakshadweep to transform court administration and advance a paperless judicial ecosystem. The platform manages the complete lifecycle of cases, from filing to disposal and beyond. Using the platform, the Kalpetta Judicial District in Wayanad was declared the country’s first paperless judicial district by the Chief Justice of India on January 3, 2026. All courts in Kerala and the Union Territory of Lakshadweep are proposed to be transitioned to paperless functioning in a phased manner.

The system makes extensive use of Artificial Intelligence and other emerging technologies to enhance judicial processes and improve citizen services. Its key features include AI-based case crux creation, AI-assisted case summarisation, intelligent chatbot services, advanced search and information retrieval mechanisms, a live court module that supports a paperless ecosystem, voice-to-text capabilities integrated into judicial workflows, and intelligent automation for a range of court processes.
