Will usher in ‘Yuva Yuga’, promises new Karnataka Chief Minister

Stating that there will be a new light in administration and a ‘Yuva Yuga’ would be ushered in for the new generation, Chief Minister D.K. Shivakumar, who announced a slew of programmes on Wednesday, said that since Karnataka was a human resource capital, a private employment exchange will be set up to address unemployment issues in the State.

Broadly speaking about the idea, the new Chief Minister said that three Cabinet Ministers have been asked to come up with a plan within a month. “It will be akin to the earlier government employment exchange. I will speak to industry captains, but we will not force employers. A majority of employment opportunities would be for Kannadigas. The government will also support training activities.” There will be no interference and everything will be online, he added.

Acknowledging the rural distress, he said, “There is a big shift of people migrating to Bengaluru from rural areas in search of employment and livelihood. We are thinking of how to arrest the migration.”

A meeting of farmers representatives would be called later to come up with a comprehensive plan for the same, he added. “I will use the opportunity to serve people and leave a legacy behind.”

On the setting up of 10,000 Bharat Jodo Yuvakara Sanghas, he said, “I have been thinking about it for almost 25 years now. The government will provide ₹10 lakh to each of the sanghas, which will have about 150 to 200 members. It will focus on sports, cultural activities, social harmony and leadership development.”

He also announced waiver for providing completion certificate to ensure electricity and water connections to properties violating building bylaws that are built on land upto 2,400 sq. ft., and extension of ‘B’ Khata to ‘A’ Khata facilities for properties across the State.

At least ₹ 3,250 crores on new programmes

The new programmes announced by Chief Minister D.K. Shivakumar is expected to cost at least ₹3,250 crore. While ₹2,000 crore has been earmarked to improve road conditions in Bengaluru, financial assistance to Bharat Jodo Yuvakara Sanghas would cost about ₹1,000 crore. The free bus pass facility is expected to cost about ₹250 crore.

“Since girls are already benefitting from the Shakti scheme, only male students were being charged and some of it was also being reimbursed. So, decision was made to waive it,” a source explained.
