A high-level ministerial sub-committee on excise policies met in hybrid mode on Monday to review key reforms, revenue enhancement measures and long-term policy decisions concerning Andhra Pradesh’s Prohibition and Excise Department.
The meeting was attended in person by Andhra Pradesh Excise and Mines Minister Kollu Ravindra, MSME Minister Kondapalli Srinivas, Principal Secretary Mukesh Kumar Meena, Excise Commissioner Chamakuri Sridhar and Enforcement Director Rahuldev Sharma. Health Minister Satya Kumar Yadav and Energy Minister Gottipati Ravi Kumar participated virtually.
Officials gave detailed presentations on the existing retail excise policy and proposed reforms. Discussions focused on continuation of the current liquor policy, restructuring licence fee slabs and rationalisation of liquor outlets without increasing the overall number of shops. Measures aimed at improving retailer viability and ensuring greater transparency also came up for review.
The sub-committee reviewed the performance of the excise sector, including retail sales, revenue growth and market trends. Ministers also examined proposals to revise beer and liquor prices in view of rising input costs, inflationary pressures and global disruptions affecting raw materials, transportation and packaging.
The discussions also covered measures to strengthen beer supply through incentives for breweries, improve infrastructure investment and address seasonal demand fluctuations. Proposals relating to airport liquor outlets, digital payment systems, dynamic MRP printing and separate licensing for laboratory-grade spirits were also reviewed. Officials said the proposed reforms were intended to improve transparency, revenue mobilisation and administrative efficiency.
