Ahead of the 2026 Tamil Nadu Assembly election, residents of North Chennai have placed a charter of demands before the State government and the Greater Chennai Corporation (GCC).

Bio-mining of the 352-acre Kodungaiyur dumpsite, setting up an ecological park and library complex in the reclaimed land, extension of Chennai Metro Rail to Ennore, major flyovers and road-widening works, and new government healthcare institutions are demands that form part of the petition from the Federation of North Chennai Residents Welfare Association (FNCRWA).

They also said the ‘Green Chennai Initiative’, which was formulated by the residents, must be implemented for decentralised waste management.

The petition also sought an “ecological master plan” for the Manali-Ennore-Thiruvottiyur industrial belt. It called for bio-mining of the 352-acre Kodungaiyur dumpsite and development of the reclaimed land into a large ecological park with water fountains and a library facility with residential accommodation for students.

Among other infrastructure measures proposed are widening of a 750-metre stretch of the Thanikachalam Nagar surplus canal to 20 feet, construction of one-metre-high retaining walls along the Buckingham Canal, extension of the Chennai Metro Rail from Wimco Nagar to Ennore and from Madhavaram to Ennore via Manali New Town, new flyovers at the Madhavaram roundabout, Vyasarpadi to Mulakkothalam and Otteri junction, and expansion of MTH Road to 130 feet between Padi and Thiruninravur.

Healthcare proposals included a government medical college hospital in Madhavaram, peripheral hospitals in Perambur or Manali, and Urban Health and Wellness Centres in every ward equipped with 32 medical instruments for 14 diagnostic tests.
