Kerala’s Gender Budget outlay up by ₹746.87 crore

Kerala’s Gender Budget outlay for 2026-27 is ₹5,586.99 crore, an increase of ₹746.87 crore from the allocation of ₹4,840.12 crore in the past financial year.

The allocation accounts for 22% of the total Plan outlay, higher than 20.8% last year.

In 2017-18 when the first Gender Budget was presented, the outlay was ₹2,315.82 crore.

The resource allocation for 90-100% women specific schemes is ₹2,628.27 crore (10.35% of total Plan Budget), lower than ₹2,521.2 crore in 2025-26.

In the case of composite schemes (all schemes that are 10 to 90% women-specific), the allocation is ₹2,958.73 crore (11.6% of total Plan Budget). This is an increase from ₹2,318.92 crore in 2025-26.

The State also earmarked significant non-Plan resources for salary, pension, and other activities. The recently started ‘Sthree Suraksha’ scheme, which gives monthly financial assistance to women (including transwomen) in the 35-60 age group, is included in the non-Plan expenditure, Minister for Finance K.N. Balagopal said in the foreword to the Gender Budget document.

During the 14th five-year plan, allocations had steadily increased across sectors despite fiscal challenges. Most departments had devised more inclusive schemes and adopted a gender perspective as a component for all programmes, the Minister said.

Transgender Budget

Allocations for the welfare of transgender persons under various schemes increased to ₹7.58 crore in 2026-27 from ₹6.93 crore last year.

Child Budget

The proposed Child Budget for 2026-27 is ₹1,815.42 crore, which includes various schemes across departments.

The allocation this year is an increase from ₹1,713.26 crore in 2025-26.

The total allocation in the Child Budget as a percent of the total Plan outlay is 7.15%, down from 7.36% in 2025-26.
