Stalin launches Sprint 1; now, register properties without visiting Sub Registrar’s office

Tamil Nadu Chief Minister M.K. Stalin on Thursday launched Sprint 1 under STAR (Simplified and Transparent Administration of Registration) 3.0 for the Registration Department, which provides 18 services for property buyers and the general public. It has introduced ‘presenceless registration’ and ‘paperless registration’, among others. ‘Paperless registration’ is now available for all 30 deed types. Citizens no longer need to carry physical documents to Sub Registrar Offices (SRO) to register their documents.

‘Presenceless registration’ has been made available for 10 types of document registration such as sale deeds, sale agreements, lease deeds/agreement of lease, deposit of title deeds, deed of receipt, mortgage with possession deed, mortgage without possession deed, further charge mortgage with possession deed, further charge mortgage without possession deed and trust deed. Citizens can complete end-to-end registration completely online without having to visit the Sub Registrar Office.

Citizens can create their own deeds without intermediaries using a simple four-step guided digital process for sale deeds, sale agreements, memoranda of deposit of title deeds, and receipt deeds. “It has now become easy to digitally file registration for declarations and bylaws of new/existing associations and federations, ensuring transparency and ease for apartment owners with regard to the Apartment Ownership Act,” Inspector-General of Registration Dinesh Ponraj Oliver said.

QR payments

The new services also help citizens download certified copies of adjudications, loan orders, memo orders, and court orders and awards. They could also make QR payments. “For the resale of apartments, the software has been modified to return the documents on the same date, if the relevant details like the availability of car parking space and lift are included. There would not be any requirement for building inspection and the document would be returned on the same day.”

The public can also use the enhanced search facility with regard to marriage registration. TNREGINET, the mobile application for registration services, offers guideline value search, encumbrance certificate, certified copy, and token availability, among others. Citizens could search for encumbrance certificate using features such as previous document number based search and revenue village based search.

“Citizens can apply for encumbrance certificate (EC) at the present SRO alone even though the village was previously in another SRO — eliminating the need for multiple EC applications.”

STAR was rolled out in 2000 on a pilot basis and has since been expanded.
