Regularisation of licensed surveyors in Karnataka not possible: Minister

Revenue Minister Krishna Byregowda on Tuesday categorically stated that in view of established standards and court verdicts, it would be possible to regularise the services of licensed surveyors appointed on adhoc basis under the provisions of Karnataka Land Revenue Act.

He was replying to the question raised by nominated member K. Shivakumar who wanted the government to hold ‘one time special recruitment’ to regularise the services of the licensed surveyors.

Mr. Shivakumar urged the Minister to consider their regularisation to fill up the vacant posts of government surveyors, as many of them were nearing retirement and did not have adequate source of income for the future.

In his reply Mr. Krishna Byregowda clarified that while the government was considerate about their demand, regularisation was not possible as they were not appointed on temporary basis against existing vacancies. They were appointed on ad-hoc basis and considering them for permanent appointment was not possible because of C&R rules, established standards and court verdicts didnot permit such regularisation.

He also clarified that considering their situation, the government was also paying the licensed surveyors for carrying out surveys of government lands and water bodies.

On Yathindra’s question regarding the difficulty for contractors belonging to category 1 and 2A of backward classes for getting reservation in contractrs, Minister Krishna Byregowda said that already government order to make changes in the software and issue caste certificates had been issued. However NIC was yet to make the necessary changes in the software because of which it had been delayed, promising to take up the issue with NIC again.
