Land for integrated check-posts in West Bengal in different stages of acquisition: MHA

The Union Ministry of Home Affairs (MHA) informed the Lok Sabha on Tuesday (November 9, 2025) that the West Bengal Government in 2023 had approved the allocation of the requisite land for the construction of integrated check-posts (ICPs), including at Ghojadanga, Fulbari, Hili, and Mahadipur along the Bangladesh border, adding that the land acquisition process was in different stages.

Bharatiya Janata Party (BJP) MP Jagannath Sarkar asked in the Lok Sabha whether there had been a delay on the part of the West Bengal Government in handing over land to the Centre for the construction of the four ICPs.

“After the Cabinet Committee’s approval in 2018, the Central Government has been pursuing the matter vigorously with the State Government of West Bengal for allocation of requisite lands for seven ICPs, including at Ghojadanga, Fulbari, Hili and Mahadipur. The State Government of West Bengal has accorded approval for land acquisition for setting up the seven ICPs only on November 21, 2023.

Consequent to the approval, the Central Government has made the requisite payment to the State Government of West Bengal towards cost of the land in the same financial year 2023-24, and thereafter pursuing the matter continuously for handing over the land for the stated ICPs, namely, Ghojadanga, Fulbari, Hili and Mahadipur. Land acquisition process is at different stages in respect of these four ICPs,” Minister of State for Home Nityanand Rai said in a written reply.

The establishment of ICPs involves multiple stages, including pre-feasibility study, land acquisition, preparation of Deptailed Project Report or DPR, feasibility study, approvals, tendering, etc., which vary depending on location, norms, and pre-requisites, the reply added.
