Leh body seeks public input on fresh draft proposal for MHA on issues faced by Ladakh

The Leh Apex Body, an amalgam of socio-religious bodies in Ladakh, on Tuesday (December 9, 2025) urged locals to share their inputs to draft a fresh proposal for the Ministry of Home Affairs (MHA) on the issues faced by the Union Territory.    

“The LAB seeks inputs and ideas from the general public for its fresh draft proposal. The LAB has already submitted several draft proposals to the Ministry of Home Affairs (MHA), including one on Sixth Schedule and Statehood. The thrust of the LAB is on transparency and inclusive participation, rather than just social media comments,” LAB member Mustafa Haji said in Leh.

The LAB’s fresh round of consultation with locals came in the backdrop of a letter dashed off to the MHA by a civil society group from Zanskar. The Zanskar civil society group, headed by Tsering Tashi, has opposed any demand for Statehood and two additional Lok Sabha seats for Ladakh. 

Meanwhile, the LAB has praised locals for submitting more than 50 affidavits to the judicial commission, headed by Justice (retd.) B.S. Chauhan, who is inquiring into the September 24 protests and the killing of four civilians in an alleged firing by security forces.  

“We hope the inquiry will be non-partisan and fair. Our people were killed and many injured. Nine locals are still behind the bars. We intend to submit more points regarding the deployments ahead of September 24 before the commission,” Mr. Haji said.

He said the LAB expected the inquiry commission to come up with “details on who fired the bullets at the civilians”. “The incident has hurt the soul of Ladakh and our collective psyche,” he added.

The judicial commission was constituted by the Ministry of Home Affairs (MHA) in October this year to inquire into the circumstances that resulted in violence and the deaths of four civilians during street protests on September 24 in Ladakh’s Leh district.
